Couple Cited for Serving Underage Guests at Farewell Party For Solider
The following arrests were reported by the Middletown Police Department. An arrest does not indicate a conviction
A Middletown couple was charged with Social Host Ordinance 130.01B after Middletown Police said they served alcohol to minors at a good-bye party they organized for a friend who was soon to be deployed to Afghanistan.
Police responded to the residence of James Phelan, 22, and his wife Alexandra Elvin, 21, at 112A Lawrence St., at approximately 1:00 a.m. on Tuesday, after they received a complaint about the noise and possible under-age drinking.
Phelan allegedly told officers that he knew some individuals were under the age of 21, but he did not think it was a problem since he had organized a sober ride home for the guests.
The underage guests were charged with Consumption of Alcohol by a Minor and issued Municipal Court Summons. Guests 21 years-old and older were released on-scene.
Other Arrests
- Christina Collins, 38, of 206 Packham Ave., was arrested on Monday at approximately 5:10 p.m. on charges of Driving With a Suspended License.
- Tony King, 21, 21, of 12 Green Ln., was arrested on Monday at approximatly 1:55 p.m. on an active bench warrant for failure to appear.

Seriously he thought it was ok for minors to drink because he had sober rides home for them...poor and ridiculous excuse and most likely a LIE!! I believe my nephew was at this party (he is underage), I think every parent who's kid was given alcohol by these morons should sue them! I know these "social hosts" were cited....why not arrested??

Yeah, sue the 22 and 21 year old kids for providing beer to kids who were completely capable of saying no and leaving. Make perfect sense. I am so sick and tired of this sue happy mentality that is pervasive in this country. How about your sons/daughters/newphews/nieces take some personal responsibility for their actions? There is zero accountability today amongst America's youth. Look no further than the middle school punks on that bus in upstate NY a couple of weeks ago.

To bad these kids weren't related to Governor Chaffee they would have gotten off..... Middletown has it right if you serve underage kids at your house you will be charged other communities should follow suit.....

for you info Rhody, my nephew wasn't drinking and doesn't, you don't have to go to a party and drink,most kids do, some don't, not sticking up for mine at all, he was wrong as well but had one of those kids left that party and killed one of your kids you damn sure would be suing the parents, my comment wasn't all about suing, we could careless about $$ over a person.

Problem I have with this is; How old were these underage. were they 18,19, 20, because I still have a major problem with people those ages who can go out and die for their country and vote but can't have a damn damn. geeze.

Hi MY intials are C.R. ......i was that person everyone was there for me my family and everyone beleieved the same thing if im getting shipped of to afghanistan to fufill my duty as a soldier willing to lay my life for my friends and other soldiers around me ( someone elses daughter son dad cousin) then i think i deserve a drink.....no one was served anything people brought their own alcohol knowing the risk of being underage and drinking and possibly being caught....everyone accepted the risk its not my friends fault. whej you hit 18 you need to start acting like an adult and being responsible for your actions ive been in sinf june 2009 i was 17 when i enlisted ive been taking responsibility of myself since then....sincerely...

Thank you for your service and continued service SPCR. As I said if you are old enough to serve your country and vote you sure as hell are old enough to have a damn beer in my book. (though Beer didnt print)lol.
I agree it is technicly illegal, however there should be a lot of lienency for our people in the military. I see no reason to not have them legal to have a beer by merely presenting a valid military ID. That simple.

During the Viet Nam area the liberal Democrats with Linden in the big house lowered the drinking age which resulted in many tragedies as young kids would sneak into clubs as young as 16. Limiting it to service personal could be considered on bases but leave that to the commanders who know better than others…

LBJ had nothing to do with drinking.
The 26th amendment that lowered the Voting age to 18 (rightfully so) signed by Nixon in 1971, brought about the rightfull thinking that if you are old enough to vote and die for you Country (Draft Registration was 18), you are old enough to have a beer.
Many States including RI lowered the drinking age to 18 after that as did many States. (RI did it in 1972).
Though prior to that it was not enforced on Military as we were home to atlantic fleet then.
Your Base Commanders Statement is laughable, what makes you think they have time to deal with that. Bottom line is if you are in the military you should be able to use your military ID to get a damn beer anywhere period.
No fan of LBJ and no doubt he was responsible for the most inept wartime president ever, but to try and use it on this issue by lying even about him and dems is disgusting, Peter Grow up!!!
