Man With Two Children in Car Charged with DUI, Man Charged with DUI After Hit and Run
The following arrests were made by the Middletown Police Department. Arrests do not indicate a conviction.
Man Charged with DUI with Two Children in Car
Robert Decker, 61, of Los Angeles, was arrested on Sunday morning at approximately 1:54 a.m. on a DUI charge. Police said Decker did not have his headlights on, was driving erratically and drove up on the curb.
A ten year-old and a 6 year-old child were reportedly asleep in the back seat of the car. Decker reportedly told police he had been at a wedding at Castle Hill and had two glasses of wine. Police reported he later said he had three glasses of wine.
Police said during the sobriety tests, Decker was unsteady on his feet and swayed back and forth.
Decker told police he did not have family in the area and they could call his friend who was staying at the Viking Hotel. When police tried to call his friend to pick up the children, Decker allegedly could not remember his phone’s access code. Police asked his son for the code and they were able to contact his friend.
During processing, Decker allegedly questioned if the police read him his rights. He also reportedly asked if he could get an attorney. Police told him he had already spoken to his attorney when he made his private phone call.

Man Charged with DUI After Alleged Hit and Run Accident

Kenneth Frigo of Burlington, VT, was arrested for driving under the influence on Sunday afternoon around 2:45 p.m., after he was allegedly involved in a hit and run accident of a parked car at the Atlantic Beach Club. The 41 year-old man was also cited for refusal to submit to a chemical test and leaving the scene of an accident of an unattended vehicle.
Police pulled over his black Porsche on Center Avenue, just off Purgatory Road. Police said he was mumbling, smelled of alcoholic beverage and his eyes were bloodshot. Police said he cursed when they asked where he was coming from.
Police said during the walk and turn test, Frigo appeared as if he was going to fall over, threw his arms up and said “I can’t do this.”
Middletown Man Arrested on DUI Charge
David Ryan, 45, of 240 Aquidneck Ave, was arrested on Sunday night on charges of driving under the influence. Middletown Police said Ryan came to a “screeching stop,” and had to drive on the curb to avoid the vehicle in front of him.
Police said they could smell alcohol on his breath, his speech was slurred and his eyes were extremely glossy. Police said he failed the field sobriety tests and was brought into custody without incident.
