Middletown Police Log: DUI Arrest After Reports of Erratic Driving

The following information is based on Middletown Police Department arrest reports and does not indicate any convictions.

Elizabeth Mary Mulligan, 50, of 45 Pemberton Ave., Jamestown, was arrested at 9:30 p.m., Thurs., Feb. 9, for driving under the influence. According to the police report, Portsmouth PD issued a BOLO for a possible drunk driver after receiving a call that a silver car was “driving all over the roadway” on West Main Road near the Portsmouth line. A Middletown officer in the area reportedly observed a car drifting across the center lane and back, and performed a traffic stop.

In speaking to the driver, the officer observed that Mulligan appeared confused; in response to the officer’s question about why she was swerving Mulligan allegedly said the car had a steering issue. Mulligan reportedly said her bad knees would prevent her from performing the walk-and-turn field sobriety test. Mulligan was transported to Newport Hospital, where she reportedly refused medical treatment but agreed to a chemical test of her blood. She was then transported to the police station for processing.
