According to the police report, a police officer on patrol on West Main Road observed the registration plate and inspection sticker on Loman's 1999 Jeep Cherokee partially obstructed and initiated a car stop near West View Road. Loman's Jeep allegedly continued for some time before stopping east of Harvest Road, where he allegedly fled, sprinting through backyards and running through a group of small children.

As the police officer ran after him, the suspect climbed over a fence and a second police officer in the area was called to assist. Loman finally stopped after one of the police officers ordered him to stop, drew his Taser and threatened to tase him.
