"Tomorrow, we’ll be back fully functioning for 100 percent of beach operations," O'Loughlin said. "All the beaches will have lifeguards on duty and we will be charging at all gates. Basically everything will be back to the way it was before the storm."

Beach goers were able to enter Second Beach on foot on Tuesday, but they were swimming at their own risk with no lifeguards on duty.

The Middletown Emergency Management Agency on Monday had reopened only the Surfers’ End portion of Second Beach and its two small parking lots after determining that Sachuest Point Road was been cleared sufficiently between Paradise and Hanging Rock roads, according to Det. Timothy Beck, who serves as the Deputy Director of the Middletown Emergency Management Agency.

Department of Public Works (DPW) crews had worked throughout the day Monday to remove hazardous debris from Second Beach and continued working elsewhere on the Sachuest Point cleanup on Tuesday.

“People are allowed to walk in onto Second Beach at this point,” Det. Beck  had said Monday.

Middletown officials were also timing the reopening of Second Beach around the return of power to the beach facility, which houses a concessions stand, bathrooms, showers, administration, and lifeguard offices, he said.

After power returns, the staff also needed some time to prepare the facilities.

Similarly, and the were dependent on power to continue cleanups and prepare for their facilities to reopen, Beck said.

Since the mandatory evacuation from the Second Beach Campground on Saturday, seasonal residents have parked their trailers and RVs at until they’ll allowed to move back in.

"It's ready to reopen on Wednesday but technically the campground residents can move back in tonight if they want ahead of the beach crowd," O'Loughlin said.

He noted, "With the weather being nice we’re expecting big crowds tomorrow."
