Another Local Man Pleads Guilty in ASFT Navy Kickback Case

Russell Spencer of Portsmouth entered a guilty plea in U.S. District Court on Friday.

Projo.com reports that a Portsmouth man entered a guilty plea late Friday afternoon in connection with the multimillion-dollar Navy kickback case. 

Russell Spencer of Portsmouth was charged previously with one felonious count of conspiracy to commit bribery. He pleaded guilty to the charge on Friday.

Spencer allegedly served as a consultant, who formed three companies which received millions of dollars from Navy contracts.
