Newport Prohibits Feeding Wild Animals

Newport joined Middletown and Portsmouth to make feeding and leaving food outdoors illegal.

 

In an attempt to control the coyote population, Newport has joined Middletown and Portsmouth to prohibit feeding wild animals. Newport City Council unanimously approved the ordinance Wednesday with a stated purpose “to protect the health and safety of residents in the City of Newport with respect to dangers associated with coyotes and other non-domesticated animals by minimizing opportunities for such animals to obtain food from sources controlled or controllable by humans.”

Christie Smith, Executive Director of the Potter League for Animals said it is important Newport joins the other communities on Aquidneck Island.

“These animals don’t know where one town border ends and where one begins,” said Smith. “Newport can step up to the plate and join Middletown and Portsmouth.”

Elizabeth Skrobisch, with the volunteer organization Paws Watch, which provides veterinary care and shelter to feral and unowned cats, disagreed.  She said an unintended consequence is the ordinance prohibits feeding cats.

“Basically what you are doing is placing an ineffective, unenforceable ordinance,” said Skrobisch.  “This is not the solution.”

Councilor Naomi Neville said after she saw a coyote in front of her house one morning, she became nervous for her children’s safety.

“It’s a good first step.  It’s a modest step. I’m not overly concerned about feeding cats,” said Neville.

The ordinance includes leaving out any food that might be accessible and attract coyotes.  Exceptions include elevated bird feeders, food in a closed container and farm animals during feeding time.

Violators may be fined up to $500 per day.
