The Secretary of the Navy Ray Mabus and Chief of Naval Operations Adm. Jonathan W. Greenert announced recently that Navy Rear Adm. Walter E. Carter, Jr. will be assigned as the 54th president for the U.S. Naval War College (NWC). Carter, who has been selected for the rank of rear admiral, is currently serving as commander, Carrier Strike Group Twelve, Norfolk, Va. The change of command ceremony, where he will relieve current NWC President Rear Adm. John N. Christenson, will be announced at a future date. Christenson has served as the president since March 30, 2011. A native of Burrillville, R.I., Carter graduated from the U.S. Naval Academy in 1981 and was designated a naval flight officer in 1982. U.S. Secretary of the Navy Ray Mabus addressed a delegation of naval and coast guard leaders from around the globe Thursday morning at the International Seapower Symposium at the Naval War College in Newport. More than 170 senior officers from more than 100 countries are attending this week's twentieth International Seapower Symposium (ISS). The biennial event, hosted by the Chief of Naval Operations at the War College, began Wednesday and concludes Friday. Participants include many of the senior-most officers from their nation's navy or coast guard, according to a statement from the Naval War College Public Affairs Office. The 20th International Seapower Symposium began Wednesday morning at the U.S. Naval War College. U.S. Naval War College President John Christenson welcomed Chief of Naval Operations Admiral Jonathan Greenert who made welcoming remarks to more than 220 delegates from more than 100 nations. Naval Command and staff students have been honored as "Best Aviators."
The USS Independence arrived at Naval Station Newport Monday.
The USS Independence (LCS-2) was spotted passing under the Newport Pell Bridge Monday morning as it made its way to Naval Station Newport. Indy will be berthed alongside Pier 2 for a week-long stay in conjuction with the Chief of Naval Operation's International Sea Symposium, hosted by the Naval War College. The Independence is a small assault transport that has been in active service since 2011. Her home port is in San Diego.

Students, faculty and guests of the U.S. Naval War College (NWC) marked the U.S. Air Force's 64th birthday with a ceremony on the college's Colbert Plaza, on Sept. 16. Air Force Maj. Gen. Jay Lindell, director of the Air Force's Global Power Programs, delivered a keynote speech highlighting the achievements of the Air Force in its six-decade history. "It was a simple stroke of a pen on the National Security Act," Lindell said. "It not only created the separate Air Force but laid the foundation for the modern Air Force, the most powerful in the world." The Air Force was a branch of the Army known as the Army Air Corps. On March 30, 2011, the son of a Navy Skyraider pilot and a Navy nurse, Rear Admiral John Christenson, became the 53rd president of the U.S Naval War College. The War College, founded over 125 years ago, offers a resident program that awards Master of Arts degrees in national security and strategic studies. Patch recently sat down with the admiral in his office, which he said is considered the “best in the Navy,” with its sweeping views of the Narraganset Bay and the Pell Bridge. Ray Mabus, Secretary of the Navy, will be among the featured speakers at this year's Naval War College "Current Strategy Forum" that takes place Tuesday and Wednesday in Newport. Now in its 62nd year, this year's forum plans to cover topics that include energy and U.S. national security, vulnerabilities and opportunities, according to a Naval War College announcement.
