Last weekend’s heavy rainfall provided an opportunity to test the effectiveness of the UV Plant at Easton’s Beach for the first time - and the preliminarily results seem to show that the plant is working. The plant funnels storm water drainage off through bright UV lights, which kill the Enterococci bacteria before it is flushed into the bay. When there is a heavy rainfall, anything on the street flows through the drains and into the harbor, which has historically elevated the bacteria levels far above the limits set by the Environmental Protection Agency (EPA). Middletown’s two-year project that voters approved in November to reconstruct aging roads and stormwater drains on Valley Road and within the Continental Village neighborhood is getting underway this week. Residents and business owners along Valley Road between Griffin Road and Goldenrod Drive can expect to see the first major phase of road repairs and stormwater drains to begin immediately. Earlier this week, work crews began making preliminary cuts into the asphalt on Valley Road before beginning the more extensive roadwork and excavation, according to Town Engineer Warren Hall. The project will progress along Valley Road at a rate of about 80 feet per day, Hall said. The work is part of a $2 million bond approved by voters in November …
The Middletown Town Council met Wednesday night for a special session to review the engineer's recommendations and award the contract. The low bidder, whose proposal was rejected, said the company will consider taking legal action against Middletown.
The Middletown Town Council on Wednesday night awarded a $3.2 million construction contract to begin the town’s major engineering project and long-term solution to keep stormwater contaminants from flowing into Easton’s Bay. The contract was awarded to the high bidder C.B. Utility for a total amount of $3,269,185, drawing outrage from the low bidding company, which submitted a proposal at roughly half the cost. Besides C.B. Utility, the only other company to submit a project bid was HK&S Construction of Newport, which submitted a project bid of $1,631,125.
